Dear Administrative Judges:

Commonwealth Edison Company submits the prepared testimony of Lawrence D. Butterfield on Rorem Contention 1(a) concerning the public education and information aspects of emergency planning for Braidwood Station. Please be advised that the Braidwood Station Emergency Information Booklet referenced by Mr. Butterfield in his testimony is not included herewith, but will be served by September 27. Commonwealth Edison intends to submit the Booklet into evidence as an exhibit. The Booklet, with some limited number of. changes as discussed in Mr. Butterfield's testimony, is the same as the Booklet that was served on the Licensing Board and the parties on August 13, 1985.

The time for filing testimony on Rorem Contention 1(a) has been extended by the order of the Licensing Board to September 27. I understand the date for the hearing on Contention 1(a) will be postponed from October 8 to some future date yet-to-be-determined because of a Licensing Board schedule conflict. Because of an apparent need to publish and distribute 8509240275 850920 gDR ADOCK 05000456 PDR m n

Page 2 the Booklet by the November 6 emergency planning exercise, counsel is reviewing its position as'to when hearings should be rescheduled. This evaluation is being made because it is assumed at this point that it would be improper to distribute the Booklet in advance of a Licensing Board decision on Rorem Contention 1(a) , . an event that may not occur b . November 6 depending on when hearings are held. A proper motion will be filed as soon as possible.

Very truly yours, t.
