w Appendix NOTICE OF VIOLATION Detroit Edison Company Docket No. 50-341 As a result of the inspection conducted on August 5-9, 1985, and in accordance with the General Policy and Procedures for NRC Enforcement Actions, (10 CFR Part 2, Appendix C), the following violation was identified:

10 CFR 50.54(q) states in part that a licensee authorized to possess and/or operate a nuclear power reactor shall follow and maintain in effect emergency plans which meet the standards in 50.47(b) of this Part and the requirements in Appendix E to this Part.

10 CFR 50, Appendix E, Section V states, in part, that Licensees who are authorized to operate a nuclear power facility shall submit one copy of any changes to the emergency plan or procedures to the Administrator of the appropriate NRC Regional Office...and two copies to the Document Control Desk within 30 days of such changes.

Fermi-2 Administrative Procedures EPA-1 (Revision 1) and EPA-3 (Revision 1) specify, in part, that procedure and plan revisions, respectively, must be distributed to the Nuclear Regulatory Commission within 30 days as per 10 CFR 50, Appendix E, Section V.

Contrary to the above, the following revised portions from the Plan and the Radiological Emergency Response Procedures were not received by Region III until August 8, 1985, although they were distributed on the date shown in parentheses:

This is a Severity Level IV violation (Supplement VIII).

The inspection showed that action had been taken to correct the identified 2

violation and to prevent tacurrence.

Consequently, no reply to this violation is required and we have ae further questions regarding this matter.
