In accordance with Article II entitled " Task Order," authority is hereby provided for the contractor to perform Task Order 015, entitled " Evaluation of Major Safety Analysis Report Segments for High-Level Waste Solidification at West Valley." The effort required shall be performed in accordance with the contractor's proposal dated July 11, 1985 as further amplified in SAIC's letter dated July 23, 1985, which are hereby incorporated by reference.

Contract No. NRC-02-83-035 Modification No. 30 Page 3 of 6 TASK DESCRIPTION FOR EVALUATION OF MAJOR SAFETY ANALYSIS REPORT SEGMENTS FOR HIGH-LEVEL WASTE SOLIDFICATION AT WEST VALLEY FIN 01026, BAR 50-19-01-00 1.0 Ba ckground The Department of Energy (DOE) has issued a Project Plan related to the solidification of high-level wastes in accordance with the West Valley Demonstration Project Act. The Plan includes a schedule indicating the major segments of safety analyses which will be provided for NRC reivew over the next several years. Also shown on the schedule is the receipt by the NRC of preliminary design documentation useful for the understanding of safety topics. This preliminary information will be received prior to the receipt of the safety analysis report segments.

In addition, the schedule indicates preferred dates for the review and issuance of safety evaluation impacts by the NRC on each segment and likely startup dates for that portion of the Project, in the work description below we identify those tasks for which the NRC will require contractor assistance in order to evaluate public health and safety considerations.

2.0 Work Required Subtask A - Project Overview and General Information i

The Contractor will assist in reviewing the general information SAR from the perspective of public health and safety.

The Contractor will become familiar with the safety classification method for structures, systems, and components important to safety. The Contractor will review, and, if necessary, comment on calculational methods and assumptions related to radiological consequence methods. We estimate about three man-months will be necessary for this subtask.

Subtask 8 - Cold 6perations in Component Test Stand The Contractor will review the CTS Cold Operation SAR from the perspective of system performance during operation with radioactive materials and its probable capability to protect the health and safety of the public.

The relationship of this SAR to other SARS such as vitritcation and supernatant treatment will be understood. Of particular interest will be the individual and combined performance of melter 'off-gas system components, melter and melter-feed system sa fety, and capability for remote maintenance and opera tion. We estimate approximately seven man-months of ef fort for this subta sk.

ff Contract No. NRC-02-83-035 Modification No. 30 Page 4 of 6 Subtask C - Supernatant Treatment The Contractor will review and comment on preliminary infomation received on the supernatant treatment system (STS). Particular attention will be paid to the potential for release of radioactive materials during transfer of high-level waste. Estimates of the perfomance of the supernatant treatment system in tems of decontaminating the salt solution for eventual disposal as low-level waste will be made. An assessment of the system in tems of achieving radioactive concentration as low as reasonably achievable (ALARA) will be made.

Structural aspects related to modifications of Tank 80-1 for the STS will be assessed from the standpoint of public health and safety.

Operational controls, including instrumentation, will be assessed. Potential for accidents releasing radioactive materials affecting the health and safety of the public will be assessed.

We estimate seven man-months of ef fort for this subtask.

Subtask D - Vitrification Facility The Contractor will review and comment on both preliminary infomation and the SAR on the vitrification facilit. The emphasis in this subtask will be on potential accidents and the r elationship of CTS ventilation to other ventilation systems. The Contractir will coardinate this review with the review of subtask B (CTS cold operatio..;). Operational controls, including instrumentation will be assessed. We estimate two man-months for this subtask.

Subtask E - Cement Solidification System The Contractor will review and comment on preliminary infomation and the SAR on the cement solidification system.

The potential for radiological accidents which can affect the health and safety of the public will be a ssessed.

The capability of the system to package wastes to meet established criteria for the protection of the health and safety of the public will be assessed.

We estimate two man-months of effort for this subtask.

Subtask F - Liquid Waste Treatment System The Contractor will review and comment on preliminary infomation on the liquid wa ste treatment system.

This review will be coordinated with the review of subtask E on the cement solidification system.

The potential for radiological accidents which can affect the health and safety of the public will be a ssessed. The quantities of waste produced from this system will be estimated. We estimate two man-months of effort for this subtask.

1 Subtask G - Disposal Area Operations i

The Contractor will review and comment on preliminary information and the SAR on disposal area operations.

Information related to subtasks E and F will be considered in this review. The review will be coordinated with the concommitant review of the Environmental Sciences Division at Oak Ridge National Laboratory on the Environmental Assessment prepared by DOE for Project low-level waste disposal.

j Subtask H - Decontamination and Decommissioning The Contractor will attend meetings and participate in discussions related to decontamination and decommissioning.

3.0 Travel The Contractor shall meet with the NRC West Valley Project Manager at least i

once each subtask. Attendance at meetings at West Valley will be expected on a bimonthly frequency.

The estimated letel of effort required to accomplish this task is twenty-five i

The NRC West Valley Project Manager will provide all copies of preliminary information and SARs for the Contractor's use.

8.0 Cost Ceiling 1

.The cost ceiling associated with this Task Order is $235,332.00, of which

$215,901.00 represents the total estimated cost and $19.431.00 represents the fixed fee. However, sufficient funds are not presently available to cover the work required pursuant to this Task Order 015 over its entire period of performance.

The ba' lance of funds will be obligated up to the full estimated cost ceiling subject to the availability of funds (see General Provisions Article 5.2, " Limitation of Funds").
