South Texas Unit 1 - License Amendment Request to Revise Safety Injection System Accumulator Pressure - Audit Plan and Setup of Online Reference Portal Attachments: STP Exigent Accumulator LAR Audit Plan 2020-05-14.pdf Mr. Richards, By letter dated May 13, 2020 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML20134K758), STP Nuclear Operating Company (STPNOC, the licensee) submitted a license amendment request (LAR) regarding South Texas Project Unit 1 (STP). The proposed amendment would modify Technical Specification 3/4.5.1, Accumulators to allow Unit 1 to operate with all three Safety Injection (SI) Accumulators at reduced minimum pressure. Specifically, a footnote would be added to Technical Specification Surveillance Requirement 4.5.1.1.a.1 to reduce the lower pressure limit for the accumulator nitrogen cover-pressure from 590 psig to 500 psig through the end of the next refueling outage.

The U. S. Nuclear Regulatory Commission (NRC) staff has determined that a regulatory audit would support its review of the proposed license amendment. The audit will be conducted via the use of an online reference portal set up by the licensee and teleconferences and in accordance with the attached audit plan. The licensee is requested to establish measures to prevent the downloading, copying, or otherwise storing of any online portal documents by the NRC staff accessing the portal. AUDIT PLAN LICENSE AMENDMENT REQUEST TO REVISE UNIT 1 SAFETY INJECTION SYSTEM ACCUMULATOR PRESSURE STP NUCLEAR OPERATING COMPANY SOUTH TEXAS PROJECT, UNIT 1 DOCKET 50-498 I. BACKGROUND By letter dated May 13, 2020 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML20134K758), STP Nuclear Operating Company (STPNOC, the licensee) submitted a license amendment request (LAR) regarding South Texas Project Unit 1 (STP). The proposed amendment would modify Technical Specification 3/4.5.1, Accumulators to allow Unit 1 to operate with all three Safety Injection (SI) Accumulators at reduced minimum pressure. The licensee has requested approval of the LAR on an exigent basis by May 28, 2020. The U.S.

Nuclear Regulatory Commission (NRC) staff has determined that a regulatory audit of the analyses supporting the LAR, including the loss of coolant accident (LOCA) evaluations and the containment evaluation, would assist in the timely completion of the subject LAR review process.

II. REGULATORY AUDIT BASES The purpose of the audit is to (1) gain a more detailed understanding of the licensees analyses supporting the subject LAR, and (2) identify additional information that is necessary for the licensee to supplement its application for the staff to reach a licensing or regulatory decision and (3) establish an understanding in the area of supporting analyses to allow the staff to issue clear requests for information and for the licensee to provide quality and timely responses.

An audit was determined to be the most efficient approach toward a timely resolution of issues associated with this portion of the LAR review, since the staff will have an opportunity to minimize the potential for multiple rounds of requests for additional information (RAIs) and ensure no unnecessary burden will be imposed by requiring the licensee to address issues that are not necessary to make a safety determination.

III. REGULATORY AUDIT SCOPE AND METHODOLOGY The audit will be conducted via the use of an online reference portal set up by the licensee and teleconferences. The audit will be performed consistent with NRC Office of Nuclear Reactor Regulation Office Instruction LIC-111, Regulatory Audits, Revision 1, dated October 31, 2019 (ADAMS Accession No. ML19226A274).

IV. AUDIT TEAM The members of the audit team are anticipated to be:

V. LOGISTICS The audit will begin upon the submittal of the LAR. The project manager will coordinate any teleconferences with licensee and the identification of any additional documents to be made available to the NRC staff.

VI. DELIVERABLES An audit summary will be prepared within 90 days of the completion of the audit. If information evaluated during the audit is needed to support a regulatory decision, since the audits supports an exigent LAR, the NRC staff and licensee will discuss whether a voluntarily supplement or the request for additional information is more appropriate. Any request for additional information will be provided to the licensee in separate docketed correspondence.
