V0GTLE TLD DIRECT RADIATION MONITORING NETWORK ON DOE PROPERTY We appreciate the cooperation and assistance provided by Mr. Richard Geiger of the USD0E, Environmental Activities Branch and Mr. J. L. Todd and Mr. I. L. Sauls of the I.E. Dupont de Nemours Company, Health Protection Section, in establishing the NRC Direct Radiation Monitoring Network (TLD Program) in the environs of the Vogtle Nuclear Plant.

Since Plant Vogtle is located adjacent to the Savannah River Plant, a portion of the Plant Vogtle 5-mile radius falls on DOE property. A total of eight TLD stations were established during the week of August 21, 1985, and descriptions of these eight stations are contained in Enclosure 1. I Enclosure 1 is a listing of the South Carolina TLD station locations by direction and distance from the Vogtle site, . including the NRC designation and siting criteria satisfied by the placement of each station.

Enclosure 2 is a proposed route for exchanging the TLDs and consists of detailed descriptions intended to allow persons unfamiliar with the Vogtle vicinity to locate the TLD stations in a step by step manner. ^

Enclosure 3 is a portion of a Savannah River Plant map indicating road designations and NRC TLD locations.

Normal TLD exchange will be conducted quarterly by South Carolina's Department of Health and Environmental Control whose personnel maintain current SRP site badges. Emergency Vogtle TLD exchange will be conducted by NRC personnel.

In such cases of emergency the NRC personnel responsible for the TLD exchange would contact the SRP Emergency Operations Center and request an escort. If there are any problems with this arrangement for. emergency exchange, please blyMN ..p i

Emergency Vogtle TLD exchange will be conducted by NRC personnel. In such cases of emergency the SRP Emergency Operations Center (EOC) will be activated, and the NRC personnel responsible for the TLD exchange should notify the EOC (803-725-2117 or 803-725-2729) and request an escort. A current NRC badge will be required as identification.

Station 31 Begin at the Augusta Barricade (Gate 6) on Hwy 125 and head SE 6.7 miles to the intersection with SRP 3. Turn right onto SRP 3 and continue 2.0 miles to SRP A-4.7. Turn right onto SRP A-4.7 and continue 0.6 miles to the first paved road on the left. Turn left and take the paved road 0.3 miles until .

i it ends at the SRP Boat Dock. The TLD is located on a yellow chain link fence at the dock's edge. . ,,

4 \ s Station 32 Backtrack the paved road and SRP A-4.7 to SRP 3. Turn left onto SRP 3 and continue NE 1.6 miles to the intersection with SRP A-12 (just before the RR track). Turn right onto SRP A-12 and continue 1.3 miles to the Fire Training Center. Turn left at the Fire Training Center sign (the road is still SRP A-12) and continue 0.4 mile. The TLD is located on a large pine tree approximately 20 yards from the left side of the road.

SRP A-12). Continue 0.3 miles on SRP A12.22 to the first road on the left - .

SRP A-12.2. Turn left onto SRP A-12.2 and continue 0.7 miles to the first dirt i road on the right. Turn right and head 1.3 miles to a large water oak tree. The TLD is located on the oak tree which is on the left side of the road at the edge of a forest. g

Station 34 Backtrack the dirt road to SRP A12.2. Turn left onto SRP A12.2 and continue back to SRP A-12.22. Turn right onto SRP A12.22 and continue to SRP A-12. lurn left onto SRP A-12 and continue 1.6 miles to SRP 3. Turn right onto SRP 3 and head NE 0.5 miles to Hwy 125. Turn right onto Hwy 125 and continue 1.6 miles SE to the intersection with SRP A-13. Turn right onto SRP A-13 and

continue SW 2.2 miles to the intersection of SRP A-13 and SRP A-13.2. The TLD is located at the intersection on a power pole on the left side of the road.

Enclosure ? 3 Station 35 Continue south 2.3 miles on SRP A-13 (now a dirt road) to the intersection of SRP A-13 and Bear Track Road (dirt road). The TLD is on a large pine tree on the left side of SRP A-13. g A

Station 36 Continue SE 1.0 mile on SRP A-13 to the second intersection with Bear Track Road. The TLD is on a gum tree on the left side of SRP A-13. -

4 Station 37 Continue on SRP A-13 2.4 miles to the dead-end intersection with SAP A-13.2. The TLD is located on a power pole at the top of the T intersection.

3 Station 38 Turn right onto SRP A-13.2 and continue SE 0.3 miles to the intersection with SAP A-17. Turn right onto SRP A-17 and continue south 1.5 miles to the intersection with Wilson Road. The TLD is located on a large pine tree on the right side of the road. The tree is marked with a number 13.
