APPLICANTS' NOTICE OF APPEAL FROM PARTIAL INITIAL DECISION Pursuant to 10 C.F.R.
S 2.762(a), The Cleveland Electric Illuminating Company, Duquesne Light Company, Ohio Edison Com-pany, Pennsylvania Power Company, and The Toledo Edison Company j
("" Applicants") submit their notice of appeal from the Atomic Safety and Licensing Board's
(" Licensing Board's") " Concluding Partial Initial Decision on Emergency Planning, Hydrogen Con-trol and Diesel Generators" in the operating license proceeding for the Perry Nuclear Power Plant, Units 1 and 2.

(September 3, 1985) (served September 4, 1985).
This notice of appeal is being filed to protect Appli-i cants' right to appeal the timing of two license conditions im-i posed by the Concluding Partial Initial Decision.
The condi-tions relate to offsite emergency planning issues.
Applicants have requested that the Licensing Board clarify that these two conditions need be met prior to operation at greater than 5% of i

Because of the 10 day time limit for filing notices of appeal, 10 C.F.R. 5 2.762(a), it was necessary to file this notice pending the Licensing Board's ruling on the motion for clarification.
