L The NRC's program of cooperation with Federal,' State, and local governments, O interstate organizations and Indian Tribes is administered primarily through the

Office of State Programs (OSP). The goals of the office are two-fold. First, OSP f

ensures that the NRC maintains effective interactions and communications with

these organizations. Second, the OSP promotes greater awareness and mutual
- understanding of NRC policies and activities, and assures the views of stakeholders, I

as they relate to radiological safety at NRC and Agreement State licensed facilities, 2

are addressed. The office's' activities encompass three general areas: The Agreement State program, as defined in Section 274 of the Atomic Energy Act of  ;

}- 1954, as amended;' State, local and Indian liaison; and Federal liaison. These j

. . programs are implemented through the NRC Headquarters and Regional offices, j y., ,

l. The NRC Management Directive System communicates to employees basic NRC

!' policies, requirements, procedures and management information of overall 4 i applicability. Internal office procedures make up the next layer of NRC staff

! directives and address individual NRC office responsibilities. Individual NRC internal

)

j office procedures may provide more in-depth instruction as to the implementation

and coordination of activities identified in the NRC Management Directives, or may provide office-level guidance on subjects not addressed in Management Directives.
The purpose of the OSP internal office. procedures is to provide clear guidance on

!? how to implement programs. However, the procedures are not current because j

they have not been properly maintained due to higher priority work. A review and j

[ update of OSP procedures is needed to establish procedural guidance for all i

,. significant current program and internal office activities, improve efficiency by

providing standardization in office practices and establish guidelines for training rmw .i 4

employees.  !

. 2.0 Obiectives:

The objectives of this task are to: (1) assist the OSP in the review of OSP office  ;

. procedures; (2) develop a standard procedure format; (3) design and develop an  !

ll OSP procedure management system to contain the OSP office procedures; (4) 'i

. rewrite selected procedures; and (5) develop procedures for those subject areas j

- identified by OSP for incorporation into the OSP procedures manual and NRC

3.0 Technical and Other Soecial Qualifications Recuired The contractor shall provide technical and editorial expertise in reviewing and writing OSP policy and procedures. The work requires knowledge of NRC's cooperative agreements program with Federal, State, and local governments, interstate organizations and Indian Tribes, the Agreement State regulatory framework and NRC regulations and policies. Knowledge of procedure development and effective organizational management techniques is necessary.

4.0 Scone of Work:

4.1 Review OSP Office Procedures and Prepare a Work Plan Within one month of award, the contractor shall review the NRC furnished procedures and shall meet with OSP management and descgnated staff to discuss OSP operations and procedures and any specific issues regarding content or process. The meeting will be scheduled at a mutually agreasble time between NRC and ORNL.

Within two months of award, the contractor shall prepare a draft work plan that implements the objectives identified in Section 2.0 above. The work plan should allow for an iterative and flexible process in which to address OSP needs, as described below. The work plan should alsr* include a detailed schedule, to include meetings with OSP staff and management, other milestones and deliverables.

Within three weeks from receipt of the draft plan, the OSP TM will provide comments and/or acceptance to ORNL. The contractor shall submit the final copy i within two weeks following receipt of NRC comments.

4.2 Develop a Standard Procedure Format The contractor shall recommend and develop, based upon OSP approval, a standard format for OSP procedures to ensure continuity and consistency of the OSP procedural documents. The contractor's recommendation shall be submitted within one month of NRC acceptance of the final work plan in Section 4.1 above.

As a matter of general information and guidance, the contractor may use, but is not limited to, the NRC Management Directive System, NUREG-1379; OSP Operations Manual Procedure A.1, Rev 1, Issuance of OSP Procedures and Policy Statements:

"NRC Editorial Style Guide / October 1989; and the U.S. Government' Printino Office Style Manual,1984.

Within three weeks from receipt of the contractor's recommended procedure format, the OSP TM will provide comments and/or acceptance to ORNL. The contractor shall submit the final procedure format within two weeks following receipt of NRC comments.

l 4.3 Design and Develop an OSP Procedure Management System )

Within six months of award, the contractor shall design and develop a procedure l management system to contain all OSP procedures. At a minimum, the l management system will be indexed and will have for each procedure an Office of  !

State Programs Standard Approval Form to indicate the current revision number and date, expiration date or date fot next scheduled revision, and designated OSP contact, Deputy Director and Director. i l

Following final OSP approval, the final OSP procedures will be submitted in the approved procedure management system in both hard copy and electronically. The hard copy sutem should be three hole punched and indexed. The electronic vers. ion will be submitted on 31/2" diskette in Word Perfect 6.1 format, should

~ allo'u for word search, cross referencing, and will be compatible for linking to the NRC OSP Home Page.

4.4 Rewrite Selected Emting Procedures The OSP TM willidentify and prioritize, in consultation with the contractor, candidate procedures for revision or for areas where new procedures should be l developed based upon the significanes and the complexity of the OSP program tasks. Up to sixty proceduras will be rewritten over the life of the contract and in accordance with the standard format developad under Section 4.2.

Existing procedures shall be rewritten in accordance with the approved work plan in Section 4.1. The length of time for revision is dependent upon the varying length and complexity of the procedure. It is anticipated the contractor will revise up to five procedures per month. Draft revised procedures shall be subrnitted to the OSP TM on a monthly basis.

Within one month from receipt of the draft revised procedures, the OSP TM will provide comments and/or acceptance to ORNL. The contractor shall submit the final procedures within one month following receipt of NRC comments.

4.5 Develop New Procedures / Management Directives for identified Subject Areas it is anticipated OSP will provide the contractor with up to ten subject areas for OSP procedure and/or NRC Management Directive develcpment. The contractor shall develop and provide for OSP approval drafts of the new procedures under the new standard procedure format identified in Section 4.2. Those subject areas which are  ;

identified by the OSP TM to be Management Directives should follow the NRC '

Management Directive format, as specified in NRC Management Directive 1.1, NRC l Management Directives System. l I

Within five days from receipt of this task, a kickoff meeting will take place at NRC l Headquarters. It is estimated the meeting will be two days. ,

6.0 NRC Furnished Materials:

At the time of award, OSP will furnish the contractor with the following: A listing  ;

of OSP procedures (currently there are approximately 60 procedures with an  !

average page length of between 5 and 10 pages); a copy of each of the current  ;

OSP procedures for contractor review; and NRC Management Directive 1.1, NRC 4 Management Directives System.

When at NRC, OSP will furnish the contractor with copying facilities and won space, along with any such additional information and documentation that is relevant to the objectives of these tasks.

7.0 Reoortino Reauirements:

A Monthly Letter St'.tus Report (MLSR) shall be submitted by the 20th day of each month and shallinclucle the information specified in Exhibit 12 from Handbook 11.7, "NRC Procedures for P.acement and Monitoring of Work with the Department of Energy."

8.0 Level of Effort:

The estimated level of effort for this task is two staff years.

9.0 Period of Performance:

The period of performance is three years from the date of award.
