SUBJECT: NRC INSPECTION REPORT 50-498/96-24: 50-499/96-24
Dear Mr. Cottle:

An NRC inspection was conducted October 21-26,1996, and January 6-16, 1997, at your
South Texas Project Electric Generating Station, Units 1 and 2, reactor facilities. This
inspection evaluated your self assessment of engineering activities, which your staff
performed as an alternative to a planned NRC team inspection. The enclosed report
presents the scope and results of the inspection. The overall results of this inspection
were discussed with Messrs. T. Jordan and S. Thomas of your staff on April 1,1997.
Our inspection found that your self assessment of engineering was a thorough and
comprehensive alternative to the planned NRC team inspection in this area. Your self
,
assessment concluded that your engineering activities met your program requirements.
Our independent inspection, generally, confirmed this conclusion. Therefore, in accordance
with NRC inspection Procedure 40501, " Licensee Self Assessments Related to Team
Inspections," the NRC plans no further inspection effort during the current performance

assessment cycle at the South Texas Project Electric Generating Station for NRC
Inspection Procedure 37550, " Engineering."
While we considered your self assessment to be effective at identifying adverse conditions,
we were concerned with its ability to provide an overall assessment of the individual
findings. For example, our inspection identified examples where the self assessment failed
to ensure adequate corrective actions were implemented for three individual findings and
for general programmatic deficiencies in design control, accuracy of the Updated Final
Safeti Analysis Report, and procedure adherence. Although these issues have been
satisfactorily resolved, the lack of an overall assessment of the findings reduced the
- effectiveness of the self-assessment process.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosure will be placed in the NRC Public Document Room (PDR).
