Dear Mr. Liparulo:

l l By your application and affidavit dated January 24, 1997 (AW-97-1072), you submitted a Westinghouse report titled " Wolf Creek Incomplete Rod Insertion

! During Cycle 8, Interim Report on Inspection Results and Root Cause, Revision

! 1," dated January 1997, and requested that it be withheld from public

, disclosure pursuant to 10 CFR 2.790. A nonproprietary version was also submitted for placement in the Public Document Room.

Your affidavit dated January 24, 1997, states that the submitted information
should be considered exempt from mandatory public disclosure for the following j reasons

"(a) The information reveals the distinguishing aspects of a process (or component, structure, tool, method, etc.) where prevention of

its use by any of Westinghouse's competitors without license from j Westinghouse constitutes a competitive economic advantage over other companies.

i (b) It consists of supporting data, including test data, relative to a process (or component, structure, tool, method, etc.), the application of which data secures a competitive economic j advantage, e.g., by optimization or improved marketability.

i (c) Its use by a competitor would reduce his expenditure of resources l or improve his competitive position in the design, manufacture,

shipment, installation, assurance of quality, or licensing a
similar product."
