i q The Tribal Council of the Prairie Island Indian Community looks forward to meeting with you in Rockville on Wednesday February 5,1997. We thank you for taking time out of your busy schedule to meet with us. As you are aware, the Prairie Island Indian Community is a Federally recognized Indian tribe. Adjacent to our reservation is the Prairie Island Nuclear Generating Plant, owned Mg and operated by Northern States Power Company (NSP). We do not know of anyone in mm. the United States, let alone a Federally recognized Indian tribe, who lives so close to a E, nuclear facility. Our Community receives no financial benefit from the operation of the g i L power plant (the City of Red Wing receives approximately $ 22 Million in property taxes per year), yet we bear all health and safety risks. Since the plant went on-line in the early 'ad 1970's, we have been veo concerned about long-term health and safety impacts to tribal
- ' f-members. Lack of meaningful involvement in any radiological emergency planning or U
preparedness activities has reinforced fears about proper emergency and evacuation procedures. t m These concerns have also been heightened by the operation of the dry cask storage facility within the plants boundaries. For your information, the dry cask storage facility is just 2000 feet from the home of a tribal member with two small children. We have concems ' that the casks used at the storage facility, the TN-40, can not be safely unloaded in the event of an emergency. The Prairie Island Indian Community operates the Treasure Island Resort and Casino on the reservation. Our casino is the largest employer in the county and i source of economic security for our tribal members. We are very concemed that our business might be devastated if an accident were to occur at the nuclear power plant. This is the only land we have and the only land on which we are authorized to operate a casino. As you are aware, the United States has a Trust relationship with the Prairie Island Indian Community, as well as with other Indian tribes. The United States' trust responsibilities include protecting tribal interests and tribal rights. The United States has a responsibility to protect the environment, human health, cultural resources, and property interests in i Indian Country. As an agency of the United States, the Nuclear Regulatory Commission has a responsibility to protect the health and safety of our tribal members and property. { This trust responsibility arises out of treaties, statutes, executive orders, legal precedence, j the United States Constitution and the course of dealings between the United States l Government and Indian tribes. 3-We would like to bring our concerr.s and the concerns of our tribal members to your personal attention. I have enclosed ti.'e video, Ally and Friend, so you can learn more about our Community and our peop:e and an aerial photograph which shows the f. proximity of the power plant to our Community.
