Dear Dr. Paperiello:

In accordance with 10 CFR Part 76, the United States Enrichment Corporation (USEC) hereby submits twenty (20) copies of Revision 7 (March 7,1997) to USEC-02, Application for United States Nuclear Regulatory Commission Certification, Portsmouth Gaseous Diffusion Plant.

Revision 7 incorporates the following changes:

Section 2.5.1 of the Technical Safety Requirements (TSRs), Withdrawal Station Operational Modes, has been revised for the changes that were reviewed and approv Amendment 1 (2/27/97) to the PORTS Certificate of Compliance, GDP-2.

I The Basis statements for TSR Sections 2.2.3.5 and 2.7.3.4 have been revised to clarify the requirements for the draining of coolant before the addition of oxidants for cell treatment.

These changes have been reviewed in accordance with the requirements of 10 CFR 76.68 and I

have been determined not to require prior NRC approval.

Revision bars are provided in the right-hand margin to identify the changes.

l LCO:

Cell and applicable Freezer Sublimer (F/S) coolant systems shall be drained of coolant before addition of oxidants for cell treatment.

ACTIONS:

BASIS:

In the event of a leak from the coolant system to the process gas, the failure to control the concentrations of coolant and CIF /F within the cell can form explosive mixtures that in the 3 2 presence of an ignition source could over pressure the cell and release toxic materials. The

[

draining of coolant includes the evacuating of the coolant system to between 18 and 30 inches

[

of Hg for the X-27 and X-29 size equipment. The other equipment sizes have no specific

[

coolant evacuation requirement other than for the system pressure to be below atmospheric l

pressure. The indications of an exothermic reaction are usually rapid pressure spikes and/or a

[

rapid increase in temperature. A leaking block valve between a F/S that has a leaking cooler and the host cell could allow coolant and treatment gases to mix and therefore potentially form g

a highly exothermic reaction mixture [SAR 4.1.1.2.2 Case C-13].

WITHDRAWAL STATIONS 2.5.1 WITHDRAWAL STATION OPERATIONAL MODES I

Preparation Withdrawal station checkout performed, UF cylinder weighing, 6

inspection and hookup completed.

Withdrawal loop compressors mnning, loop UF supply suction 6

Liquifaction valve open, irlet valve to UF condenser open and liquifaction of 6
