UNIT 1 HALON FIRE SUPPRESSION SYSTEM SPECIAL REPORT We submit this Special Report concerning an inoperable Halon Fire Suppression System, as required by Technical Specification 3.7.11.3, Action a.
ACTION TAKEN On January 22,1997, at 3:00 pm, the Halon Fire Suppression System for the Unit I cable spreading room was declared inoperable when ventilaSon supply damper 0-DAMP-5343 failed to stroke fully closed, as required, during a scheduled damper inspection. Supply damper 0-DAMP-5343, along with exhaust dampers 0-DAMP-5348, serve the Unit I cable spreading room. The exhaust damper 0-DAMP-5348 was operable, therefore, the potential for Halon dilution was minimal. Subsequently, a maintenance order was issued and damper 0-DAMP-5343 was removed and overhauled. During this corrective maintenance it was determir.ed that service related bushing wear had caused the damper to bind. New I
replacement bushings surplied by the manufacturer were installed in damper 0-DAMP-5343. These replacement bushings have a slightly increased diametrical thickness that will provide superior wearing characteristics. Damper 0 DAMP-5343 was reinstalled, tested, and declared OPERABLE at 10:20 am on February 26,1997.
EFFECT ON OPERATION Unit I rechnical Specification 3.7.11.3 Action Statement (a) was entered when supply damper 0-DAMP-5343 was declared inoperable on January 22,1997. In accordance with this Action Statement, within one hour an hourly fire watch and backup fire suppression equipment were established for the area protected by the inoperable Halon System. The inoperability of the Unit I cable spreading room Halon System did not affect Unit 1 operation.
CAUSE OF INOPERABILITY The cause of the inoperability was due to service related bushing wear in the Unit I cable spreading room supply ventilation damper 0-DAMP-5343.
PLANS AND SCHEDULES FOR RESTORING THE SYSTEM TO OPERABLE STATUS l
The Unit I cable spreading room Halon System was declared OPERABLE on February 26,1997 at 10:20 am. We plan to inspect other similar ventilation damper bushings.
