H.G. Stanley (Comed) to Document Control Desk (NRC) letter requesting approval of an Interim Boron Credit Technical Specification Ladies and Gentlemen:

Pursuant to Title 10, Code of Federal Regulations, Part 50, Section 90 (10 CFR 50.90), Commonwealth Edison Company (Comed) proposed to amend Appendix A, Technical Specifications for Facility Operating Licenses NPF-37 and NPF-66 for Byron Nuclear Power Station Units I and 2, and Facility Operating Licenses NPF-72 and NPF-77 for Braidwood Nuclear Power Station Units 1 and 2.

In the reference letter, Comed proposed to revise Technical Specification (TS) 3.9.11, 5.6.1.1 and 6.9.1.10 to take credit for soluble boron in the spent fuel storage pool water in maintaining an acceptable margin of subenticality, in Attachment A of the amendment request, Comed committed to making procedure changes as compensatory measures for Boraflex degradation in the spent fuel storage pool water. The specific commitments were as follows:

1.

Appropriate procedures will be changed to reflect the requirement to maintain a minimum of 2000 ppm soluble boron in the SFP.

3.

SFP level loss procedure will be revised to clearly state that non-borated emergency makeup sources must be used only as a last resort.

4.

In addition, station surveillances for monitoring of the SFP parameters will be performed with

{O sufficient periodicity to allow for prompt corrective actions to preclude a SFP dilution accident.
