SUBJECT:

NRC INTEGRATED INSPECTION REPORT NO. 50-289/96-07 AND NOTICE

OF VIOLATION

Dear Mr. Knubel:

On November 18,1996, the NRC completed an inspection at your Three Mile Island 1

reactor facility. The enclosed report presents the results of that inspection.

The security program was reviewed during this period. The inspection consisted of

selective reviews of procedures and records, inspector observations, and interviewc with

security personnel. No safety concerns or violations were identified in the security area.

The inspector determined that you are implementing a security program that effectively

protects public health and safety.

A violation for improper control of scaffold program requirements for safety related

equipment is cited in the enclosed Notice of Violation, and the circumstances surrounding

the violation are described in detailin the enclosed report. This is a repeat problem that

,

was not cited for the prior occurrence. Your continued reinforcement of the scaffold

l

program requirements is warranted to ensure that safety related equipment remains

available to perform its design function. Please note that you are required to respond to

this letter and should follow the instructions specified in the enclosed Notice when

preparing your response. The NRC will use your response, in part, to determine whether

further enforcement action is necessary to ensure compliance with regulatory

requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room (PDR).
