By letter dated November 30,1995 (Reference a), the Baltimore Gas and Electric Company requested an Amendment to Operating License Nos. DPR-53 and DPR-69 to allow the installation of tube sleeves as an alternative to plugging to repair defective steam generator tubes. Specifically, Reference (a) requested approval of sleeving repair techniques developed by Westinghouse Electric Corporation and ABB Combustion Engineering, Inc. (ABB-CE) for Calvert Clifts application. The Westinghouse t portion l of the amendment request was approved on February 26,1996 (Reference b), while the NRC continued -

to review the ABB-CE sleeve portion of the application, pending the resolution of generic issues raised i

by industry experience related to the use of ABB-CE sleeves. This letter responds to the additional

! information requested by the NRC staff to address these generic issues (Reference c).

The event that caused the NRC to issue a request for additional information is the discovery of sleeve joint circumferential and volumetric indications involving the ABB-CE sleeves installed at Prairie Island Unit 1. To address the generic issues raised by the Prairie Island event, ABB-CE issued a proprietary i

report, CEN-628-P, Revision 00, " Verification of the Structural Integrity of the ABB CENO Steam Generator Welded Sleeve," which has been reviewed by the NRC in connection with Commonwealth j Edison Company's license amendment request for its Byron and Braidwood Stations (Reference d). In addition, ABB-CE issued a new updated generic licensing report for repair of 3/4" O.D. Nam generator 1

tubes using its Leak Tight Sleeves (CEN-630-P, Revision 01). The additional information requested by

! Reference (c) is contained in CEN-628-P, Revision 00, and CEN-630-P, Revision 01. This information

has been reviewed and approved by the NRC, as evidenced by the NRC approval of the ABB-CE Leak Tight Sleeves for use at Byron and Braidwood Stations (Reference d).

1 The ABB-CE proprietary report CEN-630-P, Revision 01, supersedes the Calvert Cliffs plant-specific report, CEN-626-P, Revision 00, submitted with our license amendment request (Reference a), and

bounds the conditions that exist at Calvert Cliffs. Therefore, the licensing report for the proposed use of *
ABB-CE Leak Tight Sleeves at Calvert Cliffs is CEN 630-P, Revision 01. To incorporate the updated
licensing report, revised Technical Specification marked-up pages are provided (Attachments I and 2).

new information contained in the updated licensing report (CEN-630-P, Revision 01) and the additional

information requested by the NRC do not impact the conclusions reached in Reference (a), with respect to the significant hazards determination.

Attachments (4) and (5) are the proprietary (CEN-630-P) and the non-proprietary version (CEN-630-NP) l of the ABB-CE report, " Repair of 3/4" O.D. Steam Generator Tubes Using Leak Tight Sleeves, j Revision 01," respectively. Attachment (3) is the accompanying affidavit signed by ABB-CE, the owner of the proprietary information. The affidavit sets forth the basis on which the information may be

withheld from public disclosure by the Commission, and addresses with specificity the considerations listed in 10 CFR 2.790(b)(4). Accordingly, it is respectfully requested that the information which is j proprietary to ABB-CE be withheld from public disclosure.

i Although not considered a priority for the upcoming Unit 2 refueling outage, scheduled to begin on i March 14,1997, BGE wishes to have the ABB-CE sleeves as an option to repair defective steam l generator tubes, should it become necessary.
