IMPLEMENTATION OF COMMISSION ACTION: FINAL AMENDMENT T0 10 CFR PART 51 By an SRM dated October 18, 1996, the Secretary of the Commission indicated that the Commission (with all Commissioners agreeing) has approved the final rule on environmental review for renewal of nuclear power plant operating licenses with the addition of the Office of General Counsel's comments in the memorandum dated September 13, 1996 and with the incorporation of the changes provided in the attachment to the SRM.
This rule was set out in SECY-96-190.
The changes requested have been made in the attached Federal Register notice.
In addition, the changes requested by the Office of Information Resource Management, by memorandum dated September 19, 1996, and the changes requested on September 12, 1996 by Zonia Shepard, of your Branch, have been made.
Please implement the Commission's action by arranging for publication of the attached final rule in the Federal Register.
Attached are letters for the Congressional Review for the Small Business Regulatory Enforcement Fairness Act of 1996.
Also attached is a Congressional letter package for transmittal to 0CA and two copies of the public announcement for transmittal to OPA.
