In a letter (Reference 1) responding to a Notice of Violation (Reference 2), Nebraska Public Power District (District) informed the NRC that tne District planned to recoat the Emergency Condensate Storage Tanks (ECSTs) during the next outage due to degradation caused by paint blistering in the tanks. Subsequent evaluation has determined that both tanks can be used as repaired until at least the spring of 2000.
In a Notice of Violation (Reference 2), the District was cited for four examples of a Violation of 10 CFR 50, Appendix B, Criterion XVI. The fourth example stated,in part:
"..it was determined that the licensee had not promptly identified and corrected a significant condition adverse to quahtyforpaint blistering in the Ernergency Condensate Storage Tanks A and B. An inspection...hadidentified blistering...however, results of the inspection were not doctanented... and no other corrective action ineasure was initiated to evaluate and correct this condition. "
In the District's reply (Reference I), the District stated, in part:
"An Operabihty Evaluation deterrnined that the condition and expected degrachnion of the

tanks allowed operationfor one achhtional operating cycle before recoating work wouhl be necessary. Subsequently the District plans to recoat the ECSh during the next scheduled refuehng outage [RE16]. "

NLS970030 March 3,1997 Page 2 of 2 Subsequent to this response, the District performed additional evaluations with the assistance of a contracted coating expert. The recommendations of the expert were implemented and completed 4
on August 31,1993 The coatings expert indicated that the general corrosion would occur at a rate of up to 20 mils per year. Therefore, corrosion is not expected to exceed 140 mils by the spring of 2000. Assuming maximum expected corrosion rate for the entirc period ofimmersion, minimum wall thickness based on previous UT inspection will not be less than 0.254 inches. This j
will maintain a margin of 0.0665 inches, or an additional three year corrosion allowance.
Therefore, these evaluations have shown that both ECSTs can be used as repaired until at least the spring of 2000. Both tanks will continue to be monitored by a monthly turbidity analysis and repaired as necessary.

With the completion of the above actions, the District considers the ECSTs operable and will monitor their performance under the District's Maintenance Rule Program. Therefore, all actions associated with the ECST recoat commitment are complete.
