nuclear safety program.
The Commission advised DOE to 1) ensure risk reduction metrics are applied to their exit strategy, 2) i
. ensure that nuclear liability and legislation issues are i
i addressed, 3) ensure regulatory agencies retain independence and j
necessary capabilities, 4) ensure efforts fully utilize international cooperation mechanisms, 5) use caution in providing l
j turnkey mechanisms for training and maintenance enhancements, and i
j
- 6) be certain that the life extension issue is fully considered.

The Commission also expressed a desire for closer cooperation between the two agencies in working on these issues and suggested that an MOU may be appropriate.
