Technical Specification Bases 3/4.1.2 Change 1

The Cycle 7 reload design and Core Operating Limits Report (COLR) was provided i

by letter dated October 10,1996. That letter also provided notification that a change to Technical Specification Bases 3/4.1.2 would be forwarded by separate letter.

This provides that change which increases the 58,965 gallons currently required in the refueling water storage tank (RWST) to 100,000 gallons.

The change reflects the expected upper bound for the amount of 2,000 ppm borated water from the RWST that is required to satisfy the maximum cycle shutdown margin requirements at the beginning-l of-cycle from full power peak xenon conditions. This new volume requirement remains i

bounded by the minimum volume requirements provided in Specification 3.1.2.8 which requires at least 859,248 gallons in the RWST. Therefore, it is requested that the Conunission issue the revised Bases page B 3/41-3 provided in Attachment A for inclusion in the technical specification Bases.
