SUBJECT: NRC REGION 1 INTEGRATED INSPECTION REPORT NOS. 50-317/96-10;

50-318/96-10 AND NOTICE OF VIOLATION

Dear Mr. Cruse:

This report transmits the findings of the safety inspection conducted by NRC inspectors at

the Calvert Cliffs Nuclear Power Plant from November 31,-1996 to January 18,1997. The

enclosed report presents the results of that inspection. At the conclusion of the

inspection, these findings were discussed with Mr. Katz and others of your staff.

Overall, the NRC concluded that your facility was operated in a safe manner. However, a

number of inspection findings suggest that additional management attention in the

preparation and implementation of procedures in operations and engineering may be

needed. Specifically, poor pre-job preparations and inadequate verification of ventilation

system alignment during spent fuel handling, and poor control of a venting evolution were

observed. Also weak engineering verifications resulted in an inadequate procedure

preparation and some incomplete corrective actions for prior problems.

Based on the results of this inspection, the NRC has determined that violations of NRC

requirements occurred. The violations are cited in the enclosed Notice of Violation (Notice)

and the circumstances surrounding the issues are described in detailin the attached

inspection report. The violations are cited for an inadequate procedure and failure to follow

procedure's during opent fuel handling operations, a failure to appropriately prepare

procedures for unloading of a spent fuel storage canister, and failure to complete corrective

actions for a previously identified issue.

You are required to respond to this letter and should follow ine instructions specified in the

enclosed Notice when preparing your response. In your response, you should document

the specific actions taken and include any additional actions you plan to prevent

recurrence. Your response may reference or include previous docketed correspondence, if

the correspondence adequately addresses the required response. After reviewing your

response to the Notice, including your proposed corrective actions and the results of future

inspections, the NRC will determine whether further NRC enforcement action is necessary

to ensure compliance with NRC regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter,

its enclosures, and your response will be placed in the NRC Public Document Room (PDR).

To the extent possible, your response should not include any personal privacy, proprietary,
