Gentlemen:

In an August 27, 1985, meeting, Duquesne Light Company (DLC) with Stone & Webster Engineering Corporation and Robert L. Cloud Associates met with the NRR staf f in Bethesda, MD, to discuss a proposed alternate pipe rupture progran enploying the leak-before-break approach.

Attached for your information is a general description of this program (WHIPJET).

DLC will submit a more definitive draft progranmatic technical description including acceptance criteria in approximately 30 days.

Please plan for a mid-Septenber meeting in Bethesda so that the methodology of this progran and other technical aspects such as acceptance criteria can be discussed in detail.
