Meeting Summary BCAP NRC/ CECO /ERC Monthly Meeting June 25, 1985 9:00 a.m.

Region III NRC Office Glen Ellyn, Illinois The meeting was opened with a brief statement by W. S. Little of the NRC Region III giving the purpose for the meeting, that is, to discuss BCAP, it's progress, and the Independent Expert Overview Group's (IEOG) review of the BCAP. Mr. Little also stated that upon completion of the presentation by CECO and the IEOG, the NRC would respond to questions from the public in attendance.

The following is the agenda utilized for the remainder of the meeting.

I. Introduction Presented by the Braidwood Project Manager to provide the major topics of the presentation (see Enclosuro 1).

II. BCAP Task Force Presented by the BCAP Director to provide the BCAP achievements and results completed as of June 25, 1985 (see Enclosure 2).

III. Qaality Assurance '

Presented by the General Supervisor of Quality Assurance to describe the overview activities of the CECO BCAP QA group (see Enclosure 3).

IV. IEOG Progress Report Presented by the Project Manager of the IEOO to describe the overview activities of the 1E00 (see Enclosure 4).

Additional items discussed during the meeting are included in Enclosure 5. The attendance for the meeting is provided in Enclosure 6. The meeting adjourned at 10:30 a.m.

I ENCLOSURE 5 ITEMS DISCUSSED AT THE NRC/ CECO /ERC MEETING I

JUNE 25, 1985 NRC REGION III OFFICE i Mr. Wallace presented the outline for the presentation. Mr. Wallace informed the NRC Staff that BCAP reinspections and document reviews were completed on June 24, 1985 and that the observation processing was i approximately 75 percent complete. Mr. Wallace stated that final results

! are expected to be available for discussion in August.

i Mr. Kaushal presented the status of the three BCAP elements. This presentation focused on the results of work essentially complete as of June 25, 1985. In response to a question on inspection points, Mr. Kaushal stated that it is the number of decisions the inspector had to make, any one of which could have resulted in a discrepancy.

During the presentation of the RPSR status Mr. Kaushal stated that although the impact evaluation of the observations was not complete, the

initial review of these observations does not indicate any major impact

, on construction. Mr Hansel of the ISOG stated that they also had i reviewed the observations and did not see a problem.

During the presentation of the RSCAP status, Mr. Gardner of the NRC asked when some of the RSCAP reports would be available. Mr. Kaushal stated he felt they would be available in about three or four weeks. ,

Mr. Smith presented the BCAP QA status. He stated that the QA hold point on invalid observations is going well, and that after resolution of comments, QA agrees with the task force invalidation on greater than 99 percent of the observations. Mr. Smith also stated that the QA overinspection of the BCAP inspectors was showing very good recults.

Mr. Hansel of the IBOG stated that the IBOG has also completed approximately a 13 percent overinspection the BCAP with good results, i

Mr. Hansel presented the IBOG activities. This presentation included an executive summary, overview activities, closed issues, and open issues.

Mr Hansel stated that BCAP was proceeding towards the finish very well and the BCAP was properly executed.

I Mr. Maiman stated that this concluded the presentation from Ceco to the NRC. He also stated that CECO was nearing completion of the massive BCAP I effort which is producing very good results and that the BCAP r densonstrates construction quality of the Braidwood Station.

, Mr. Keppler stated that he was glad to see the results of the BCAP coming out good and that the effort was a very important one. Mr. Keppler commended Ceco on their efforts. '

BRAIDWOOD CONSTRUCTION ASSESSMENT PROGRAM

REPORT PERIOD JULY l - JULY 31, 1985 I. SUfMARY/ STATUS This is the thirteenth monthly progress report for the Braidwood Construction Assessment Program (BCAP), covering the period from July 1 through July 31, 1985.

CSR Checklist and Instruction preparation and Reinspection and Documentation reviews have been completed for all populations.

Observation processing is proceeding on an expedited basis.

4 During this period RPSR efforts concentrated on proc e*ssing observations taking into account information received from PCD, QA, and S&L.

i Draft RSCAP reports have been prepared for eight out of a total of nine programs. The draft of one remains to be completed.

As of July 31, the number of personnel assigned to BCAP is 57.

II. SCHEDULE ANALYSIS i CSR Element - All reinspection and documentation review packages have been issued and the corresponding visual reinspections and reviews have been completed. It is anticipated that observation processing will be completed so as to support the overall draft report completion in September.

RPSR Element - Observation processing and evaluation of the impact of

^ RPSR concerns remain to be completed. RPSR work completion is expected to support the overall draft report completion in September.

RSCAP Element - Draft reports for RSCAP programs are undergoing internal

, review.

3 General - Based on projections as of the end of this period, the BCAP

effort is expected to be substantially completed by the end of September.

III. PERSONNEL STATUS The total number of personnel assigned to the BCAP project at the end of July was 57 compared to 85 at the end of June. The 57 were distributed as follows: Management and Administrative - 12; CSR Engineering - 29;-

RPSR Engineering - 4; RSCAP Engineering - 3; Inspectors - 9.

  • Prga 2 of 3 IV. BCAP ELEMENT STATUS A. CSR Status Reinspections and documentation reviews have been completed for all populations.

Observations are being processed on a high priority basis.

Reinspection observation processing has been completed for ten of the thirty populations.

Evaluation of observations is in progress and results are being incorporated into text for the BCAP report.

B. RPSR Status During this period RPSR effort was mostly devoted to the processing of observations, taking into account information furnished by PCD, QA, And S&L.

It is expected that RPSR observation review and evaluation will continue during August.

C. RSCAP Status Draft reports have been prepared and are being internally reviewed for the following eight programs: QCSSR, Safety Related Pipe Supports, Piping Heat Number Traceability, Electrical Installation Documentation Review, Mechanical Equipment Installation, Instrument Installation Verification, HVAC Retrofit, and NSSS Component Supports. The Quality Control Inspector Reinspection Program is currently under review.

D. General Drafting of the overall BCAP report continued. Draft sections mostly provide program descriptions, however the incorporation of results and conclusions has been initiated.

V. PROBLEMS / DISCREPANCY FINDINGS A. Implementation Problems No significant implementation problems were experienced during this period.

B. Discrepancy Findings A total of 7518 CSR observation reports have been written as of July 31, 1985. Review of these observations for validity is largely complete, activity being mostly devoted to reassessing additional l input from various contractors. out of those that are considered I valid discrepancies, approximately 3950 have been sent to S&L for design significance determination.
