Clark Location: Parsippany To: Chairman, GPU Nuclear Corporation Board of Directors A commitment was made to the Board to provide a periodic report on progress toward completion of required actions identified in the BETA Report.

The first half 1985 Status Update is attached, in which the 2 remaining open items have been completed. In summary, of the original 156 recommended actions,150 have been responded to and 6 actions GPUN took exception to.

This Status Update will also be provided to the Atomic Safety and Licensing Appeal Board through the Offices haw, Pittman, Potts, and Trowbridge. -

l Preface lhe review of current and projected expenditures and manpower utilization for CPU Nuclear Corporation conducted by Basic Energy Technology Associates, Inc. (HETA) was issued in a report dated February 28, 1983.

The focus of the review was on resources devoted to ihree Mile Island Unit I and Dyster Creek. A total of ei@ty-five (85) findings resulted in one hundred fitly-six (156) separate recommendations.

This report represents the CNNC Response. The 156 recommendations (paraphrased) have been assigned to one of five (5) broad categoriosa

Ihe GNNC Response Report (sorted by BETA finding) is now completed with this update. This revision contains the first half 185 apdated status. Since the last update, the three remaining open items have been completed.

In total, 150 recommendations have been agreed to and implemented. GNN took exception to six items (which are

The I, Plan represents a three phased approach involving )l the consolidated efforts of TMI-1, IMI-2, QA, M6, l Red Con and Materials Management. Elements of the l Plan are: 1) evaluation of meterial for appro- l priate end use; 2) determination of end use ac- l captability; and 3) final engineering imposition. l Steerang Committee meetings have been held bi- l monthly, beginning in July 1985. ihe Committee l will identify meterials by category, e.g., flanges, I and proceed on en ites-by-item evaluation. While i this initiative will involve considerable work and l l require en extensive period of time to complete, l the final result will be identification of obsolete i meterial, a validation of material to be retained I in the inventory, t.c4 an improved descriptive nomen- I clature (HETA finding III-G-1). VI-E-4 Rect Do not develop an in-house licensed nuclear design III. T. F. E Disagree capabality unless GPuNC is willing to restrict fuel selectione to proven technology and not attempt to incorporate advantages in performance until they have been thoroughly tested at other plants.

Our plana to develop in-house reload capability have been forwarded to the Office of the President for con-currence and authorization of additional personnel.

Findino VI-H Neither the chemistry group in Technical functions nor the System Laboratory has assumed a leadership role in the IM1-1 or Dyster Creek Chemistry improvement programs.

VI-H (a-1) Heca Hemove System Laboratory from GPUN af ter the Chemistry I. T. F. E Disagree Programs at IMI-l and Oyster Creek have been improved.

Hesps Disagree. Management of activity to benefit both nuclear and fossil activities best served by present location.

Findino Vil-E-2: The Heaponse Force capability at IM1-1 and IMl-2 can be considered to be 10 armed guards (each plant will support the other). Because outside s@ port is readily available, a smaller Response force would meet WC requirements.

VII-E-2 Rec: Combine response force capability at IMI to reduce II. Admin. E Disagree response force total. Negotiate with 4 0 to reduce force to six to eight guards.

Resp Disagree - Separation committed to in Restart hearings and potential for demonstratione make further reductions impractical. We recommend this issue be reconsidered after IMI-l is on line as the agreement with the WC involves separation of Units 1 and 2.
