- FEBRUARY 26, 1997 MEETING WITH TVA ON IMPROVED STANDARD TECHNICAL SPECIFICATIONS On February 25, 1997, representatives of the Tennessee Valley Authority (TVA) met with members of the NRC staff in Rockville, Maryland. The meeting discussed issues raised by initial staff review of TVA's September 6,1996 submittal of improved technical specifications (ITS) for the Browns Ferry Nuclear Plant (BFN) Units 1, 2, and 3. A list of attendees is given in Enclosure 1. A copy of the handout provided by TVA is given in Enclosure 2.

In a letter dated February 20, 1997, the NRC staff discussed problems in TVA's BFN ITS submittal. The letter stated that TVA's submittal did not reflect standards established by NEI (Nuclear Energy Institute] 96-06, " Improved Technical Specifications Conversion Guidance," issued in August 1996. NEI 96-06 reflects lessons learned during review of the initial ITS conversions for other facilities. The NRC also noted problems with discussions of changes, which were illustrated by examples in the February 20 letter.

At the meeting, the NRC staff stated that it has a strong interest in completing ITS conversions, therefere, it intends to work with licensees such as TVA to resolve problems.

TVA had been nade aware of staff concerns prior to February 20th, and had initiated its own review to assess the BFN ITS submittal. TVA stated that it agrees that the submittal does not conform to the NEI 96-06 guidance.

However, TVA notes that some comments in the February 20th letter seem to be the result of plant-specific features and custom technical specification requirements. TVA believes that these comments could have been resolved much sooner if a meeting had been scheduled shortly after receipt of the ITS submittal, as had been requested in the submittal cover letter. TVA is also concerned about the apparent " imposition" of the NEI guidelines after the BFN ITS submittal.

TVA reviewed the actions it is taking to resolve the staff's comments. TVA //

l will perform an integrated review of the submittal. This review will yield a /'

cross-reference matrix describing the current technical specifications (CTS),

ITS, and relocated requirements. The ITS submittal will be reassembled to improve its organization. A CTS mark-up will also be provided following the CTS format, as opposed to the CTS mark-up already provided in the ITS order.

[ef]if Technical contacts will also be provided for assistance in resolving questions. Any information not provided as part of the ITS documentation will be formally submitted on the docket.

l Initially, TVA plans to review ITS Section 3.8, which provides BFN electrical systems requirements. When TVA has completed'its review and upgrade of this section, a meeting with the NRC staff is planned to review the changes and to provide staff comments. The revised section will be submitted after comments are addressed. TVA's review of this section will provide a model for upgrade of the remainder of the ITS submittal.

In the second portion of the meeting, TVA personnel briefed NRC staff l representatives on the BFN offsite and emergency electrical power l configuration. This session was useful to illustrate staff concerns with the '

information provided to support changes in current requirements. The session i also demonstrated that some staff concerns could be resolved by discussion 1 with knowledgeable licensee personnel who can explain and clarify information provided in the submittal.
