VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGES VEPCO letter, Serial NO.85-228, dated April 12, 1985, submitted a request I

for amendment, in the form of changes to the Technical Specifications to Operating License Nos. NPF-4 and NPF-7 for the North Anna Power Station Units No. 1 and 2.

The proposed Technical Specification changes are to revise the Limiting Condition for Operation (LCO) and surveillance requirements for the reactor trip bypass breakers, undervoltage trip logic and shunt trip logic. These proposed changes are in accordance with Items 10 and 13 of the NRC review of Item 4.3 of Generic Letter 83-28, dated July 24, 1984.

This submittal modifies the change request to include the subsequent NRC staff's guidance provided in Generic Letter 85-09, " Technical Specifications for Generic Letter 83-28, Item 4.3," for the Limiting Condition of Operation and surveillance requirements for the reactor trip and bypass breakers, undervoltage and shunt trip logic and the manual scram switches. The required modifications to be made for improved reliability of the reactor trip system have not Leen implemented for North Anna Unit No. 1. These modifications are scheduled to be installed during the next outage of sufficient duration which is expected to begin in November, 1985. The proposed Technical Specification changes for Unit 1 cannot be implemented until the modifications for North Anna Unit No. I have been completed. The modifications for North Anna Unit No. 2 have already been implemented.

The supplemental proposed changes to the Technical Specifications for Unit 1 and 2 are included as Enclosure 1 and 2. The safety evaluation is included in Enclosure 3. The proposed changes and the safety evaluation have been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control staff.
