Dear Dr. Jackson:

Maine citizens concerned about the safety of the Maine Yankee plant are delighted that the NRC has finally begun to deal with the numerous safety concerns we have been raising for years.

Placing the plant on the Watch List, requiring resolution of the problems identified by the ISA inspection and requiring completed testing of safety-related logic circuits prior to restarting are important steps forward, ilm ever, although the NRC finally appears to be asserting itself as the regulator of the industry, it does not yet appear to have adopted the " questioning attitude" it desires to 11:still in its i

It b2.s become increasingly apparent that the Maine Yankee plant is riddled with problems, many, but certainly not all, related to its age.

It is therefore incumbent on the NRC to l

require Maine Yankee not only to deal with ISA inspection-related (and other) problems already identified, but to require all plant systems to be carefully inspected, evaluated and upgraded as part of a serious program designed to determine the true risks to the citizens of Maine.

We hope you will request such an evaluation of the entire plant and its systems before you permit it to restart.
