SUBJECT: NRC INSPECTION REPORT 50-285/96-018
Dear Mr. Gambhir:
An NRC inspection was conducted December 29,1996, through February 8,1997, at your
Fort Calhoun Station reactor facility. The enclosed report presents the scope and results of

that inspection.

During the inspection, two unresolved items involving configuration control were identified.
l
In one instance, NRC inspectors identified a missing flinger ring on a component cooling
j
water pump. In addition, three other examples regarding implementation of the Fort
Calhoun Station configuration control program were identified. Proper implementation of
!
the configuration control program is essential to ensure that plant physical and functional
!
characteristics are consistent with and being maintained in accordance with licensing and
l
design bases. The instances identified indicate weaknesses in implementing administrative
i
procedures. This issue will be reviewed further in a future inspection.

An additional unresolved item was identified concerning potential cable routing
t
deficiencies. This matter is discussed in Section E1.1 of the enclosed inspection report.
This item remains unresolved pending further review by the inspectors.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosure will be placed in the NRC Public Document Room (PDR).
