Box 66149 St. Louis, Missouri 63166-6149 SUBJECT: NRC INSPECTION REPORT 50-483/97-03 AND NOTICE OF VIOLATION Dear Mr. Schnell: An NRC inspection was conducted January 5 through February 15,1997, at your Callaway Plant reactor facility. The enclosed report presents the scope and results of that inspection. During the 6-week period covered by this inspection, your conduct of activities at Callaway was generally characterized by safety-conscious operations; sound engineering practices; and appropriate performance of maintenance, surveillance, and plant support activities. We are concerned, however, about one violation of NRC requirements. The violation involved the failure to authorize and document approval for licensed operators to exceed overtime limitations. The violation is a concern because administrative controls in the operations department were inadequate to prevent operations department personnel from exceeding working hour limitations without prior authorization. The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding this violation are described in detailin the enclosed report. Please note that you are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. The NRC will use your response, in part, to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements. In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its enclosures, and your response will be placed in the NRC Public Document Room.
