In accordance with Section G.4, Task Order Procedures, of the subject contract, 'this letter definitizes Task Order No. 109. The effort shall be performed in j accordance with the enclosed Statement of Work and the Contractor's technical proposal dated November 22, 1996. Task Order No.109 shall be in effect from the effective date through April 30, 1997 with a cost ceiling of $150,207.30. STATEMENT OF WORK Task Order 109 TITLE: Evaluation of Salem Restart Test Program DOCKET NUMBER: 50-311 B&R NUMBER: 720-15-11-10-00 JOB CODE: J-2407 NRC PROJECT OFFICER: A. S. RI (610) 337-5376 i PERFORMANCE PERIOD: Effective date through April 30, 1997 BACKGROUND The licensee (PSE&G) has taken numerous steps during this extended outage to address Salem aerformance problems. The purpose of this Statement of Work is to assist in t1e completion of the NRC actions necessary to conclude that i adequate performance improvement has resulted from various licensee i initiatives to support plant restart. A review and inspection of the startup test program will be conducted for Salem at the plant site in Hancocks Bridge. NJ The inspection will assess the operational performance capability of selected safety system (s) through in-depth review and inspections to verify that the systems are capable of pet forming their intended safety function. OBJECTIVE The objective of this task order is to obtain expert technical assistance in the area of instrumentation and controls (ISC) with additional background in mechanical / electrical systems. The specialist is needed to assist the NRC staff in the review and evaluation of the Salem restart test program. The specialist shall primarily have a background related to design and testing of instrumentation and control equipment. The ability to also review test programs and plans of electrical and mechanical systems is also a desirable but not required skill for the specialist. Specific activities will include review of test procedures and documentation, observation of field tests, and evaluation of test results. Other related activities may be assigned by the NRC Team Leader as appropriate. These may include review of mechanical or electrical systems. The specialist shall be familiar with installation and testing of equipment along with cognizance of how site engineering and operations organizations function. The specialist shall be thoroughly familiar with NRC regulations and inspection methodology. It shall be the responsibility of the contractor to assign technical staff, employees, and subcontractors, who have the required educational background and experience to meet both the technical and regulatory objectives of the

t o work specified in this 'S0W - The NRC will rely on representation made by'the contractor concerning the cualifications of the personnel proposed for assignment to this task orcer including assurance that all information -contained in the technical and cost proposals. including resumes and conflict of interest disclosures, is accurate and truthful. -WORK REOUIREMENTS AND SCHEDULE i The work specified in this Statement of Work (S0W) falls within Section C.3 of the basic contract's S0W. The contractor shall provide the qualified ~ specialists, and the necessary facilities, materials..and services to assist the NRC staff in preparing for conducting, and documenting the inspection activities and findings. The Technical Monitor for this task order is Bill Ruland. The Technical Monitor may issue technical instructions from time to' time during the duration of this. task order. Technical instructions must be within the general statement of work stated in this task order and shall not. constitute new assignments of work or changes of such nature as to justify an adjustment in cost or period of performance. The contractor shall refer to Section G.~1 of the basic contract for further information and guidance on any technical directions issued under this task order. Any modifications to the scope of work cost or period of performance of this task order must be issued by the Contracting Officer and will be coordinated with the NRR Project Officer. Specific tasks under this Task Order include the following: Review licensee I&C and other systems and components startup test program plans. Determine acceptability and completeness of program plans. Review licensee. test procedures and documentation. Evaluate the procedures for com)leteness and conformance with accepted standards. Evaluate the suita)ility and completeness of the documentation. Observe field tests and evaluate test results. Determine extent of l conformance with test procedures and acceptability of test results. Maintain follow-up and assessment of startup activities. Evaluate acceptability of corrective actions and retests. Licensee activities will be assessed with respect to NRC regulatory requirements.-licensee commitments to the NRC. Licensee administrative and operational-controls and license conditions including Technical Specification requirements. I REPORT RE0VIREMENTS Technical Reoort The contractor engineers shall deliver their final technical evaluations and inspection results to the NRC Project Officer or his designee (original and 1 1 2 -y e

one copy) with one hard copy and one computer diskette version (wordperfect 5.1 or other IBM compatible software acceptable to the NRC Technical Monitor) to the Technical Monitor. The contractor will prepare typed documents of technical evaluations and inspections in a format provided by the NRC Technical Monitor. Documentation should be provided to the NRC Technical Monitor prior to the end of each inspection or within one week of technical work completion. The contractor shall provide additional support by answering staff questions and attending meetings with management pertaining to the contract deliverables. NOTE: The contractor is not required to undertake any further efforts, such as management reviews, toward report finalization. lianagement review of the feeder report beyond its submittal to the NRC Team Leader and Project Manager is not required. Business Letter Reoort rogress reports in accordance with the Thecontractorshallprovidemonthlyghesereportsshouldbetransmittedto requirements of the basic contract. the NRC Project Officer, with a copy to the NRC Technical Monitor, including the written deliverables which were provided that month to the NRC Technical Monitor. MEETINGS AND TRAVEL The contractor engineers are required to be at the Region I Office King of Prussia. Pennsylvania, or the Salem Site. Hancocks Bridge, New Jersey, continuously during the period of performance. Weekend travel by the contractor engineers may be authorized every second week. depending on work load. When aroperly coordinated with the NRC Technical Monitor, occasional extended weecends may be authorized by the NRC Technical Monitor depending on work load. Travel may also be authorized when continuous contractor review is precluded by licensee delays in generating information packages. Travel to and from the Salem site may be required weekly. For estimating purposes. 13 trips from original location to the regional office and return to original location by plane and 26 trips from regional office to Salem site trips by car should be assumed. All air travel trips will be assumed to be single person trips from original location. ESTIMATED LEVEL OF EFFORT Number of Persons Discipline Staff-Hours 1 Instrumentation and Controls 1200 Specialist The estimated level of effort is based on an assumption of one engineer working at the regional office or the site on an on-call basis by the NRC Technical Monitor. Specific individual may be replaced subject to NRC approval, but continuity of tasks needs to be maintained. 3 I i

The contractor shall provide fee recovery information in the monthly progress I reports in accordance with the requirements of the basic contract. l The contractor's specialists assigned to this task order will have to be l badged for unescorted access privilege at the plant site.
