REQUEST FOR ADDITIONAL INFORMATION ON TECHNICAL SPECIFICATION CHANGE REQUEST 191, " BORON CONCENTRATION CHANGES TO SUPPORT 18-MONTH FUEL CYCLES - POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. M97793 AND M97794)

Dear Mr. Grigg:

We have received your January 16, 1997, submittal to change the minimum boron concentration required in the refueling water storage tanks, boric acid storage tanks and safety injection accumulators, during normal operation, and the minimum boron concentration of primary coolant during refueling conditions. As stated in your letter these changes are necessary to support loading of the 18-month core for Unit 1 Cycle 25 in the spring of 1997.

During the review, the staff determined that additional information was required. Enclosed is the request for additional information. Please provide your response to these questions by March 12, 1997. For any information requested, please specify any information that you feel meets the criteria that it be withheld from public disclosure pursuant to 10 CFR 2.790.

Section 2.790(b)(1)(ii) of 10 CFR Part 2 of the Commission's regulations requires that each supporting affidavit contain a full statement of the reasons on the basis of which it is claimed that the information should be withheld from public disclosure. . The section further requires the statement to " address with specificity" the considerations listed in 10 CFR 2.790(b)(4).

REQUEST FOR ADDITIONAL INFORMATION POINT BEACH TECHNICAL SPECIFICATION CHANGE REQUEST 191 BORON CONCENTRATION CHANGES TO THE REFUELING WATER STORAGE TANKS, BORIC ACID STORAGE TANKS, SAFETY INJECTION TANKS AND PRIMARY COOLANT TO SUPPORT 18-MONTH CYCLE

1. Provide a copy of the Unit 1 Cycle 25 reload evaluation report. I
2. Describe in detail the analysis for determining release of halogens (iodine) from the borated solution during refueling. Especially, explain why specific requirements for boron concentration or solution pH were established in the analysis.
3. Describe in detail the analysis for predicting change of the pH of spray and sump solutions after increase of boric acid concentration in RWSTs l

[ refueling storage water tanks), BASTS [ boric acid storage tanks), and l SI [ safety injection] accumulators. Also, provide the results of this  !

analysis.

4. Describe the review performed for the 18-month fuel cycle length and describe how you reached your conclusion that no additional applications for Technical Specifications will be required to support this change.
5. Identify the WCAP reports referenced in the submitta,1 by number, title, date and NRC staff approval document, or identify the staff Safety Evaluaticn Report for a plant-specific methodology by NRC letter and date. Ensure similar information is provided for WCAPs referenced in the Unit I Cycle 25 reload evaluation report.
6. Have you performed an evaluation of information similar to that included in Generic Letter 91-004, " Changes in Technical Surveillance Intervals to Accommodate a 24-Month Fuel Cycle" for your planned extension from 12-month to 18-month cycles? Specifically, have you addressed instrument drift? If you have such an evaluation of the cycle length change, please provide it.
