SUBJECT: NRC INSPECTION REPORT 50-285/96-15
Dear Mr. Patterson:

An NRC inspection was conducted November 11-22,1996, at your Fort Calhoun Station
'
reactor facility. The enclosed report presents the scope and results of tnat inspection.
!
The purpose of this inspection was primarily to evaluate effectiveness of the licensed
operator requalification program. The inspection used the annual licensed operator
,
!
requalification examinations and extended control observations to assess licensed operator
i
performance. The inspection also evaluated your operations training staff in the
development, administration, and evaluation of the biennial requalification examination.
Overall, we observed good licensed operator performance with regard to communication,
command and control, annunciator response, procedure usage, and self checking. Your
I
operations training staff developed, administered, and evaluated the requalification
~
examinations professionally and accurately.
