SUBJECT:

NRC INSPECTION REPORTS NO. 50-295/96018(DRS); 50-304/96018(DRS)

Dear Mr. Mueller:

On November 1, 1996, the NRC completed an inspection at your Zion 1 and 2

reactor facilities. The enclosed report presents the results of that

inspection.

During the one week inspection period, we found your safeguards program to be

satisfactory to protect public health and safety.

However, we noted that

continuing security staff shortages required the use of extensive overtime to

meet requirements despite your efforts during the past year.

The staffing

shortage negatively affected the capability of your security training staff to

conduct response team drills. The performance of response personnel in actual

drills observed by the NRC during the Operational Safeguards Response

Evaluation in August 1996 indicated weaknesses in the execution of your

protection strategy that we attributed to training.

No violations of NRC requirements were identified during this inspection.

Areas examined during this inspection concern a subject matter which is exempt

from disclosure according to Part 73, Title 10, Code of Federal Regulations,

Section 73.21(c)(E).

This information must be handled and protected in

accordance with the provisions of 10 CFR 73.21.

Consequently, our report of

this inspection will not be placed in the NRC Public Document Room.
