By letter dated September 6, 1996, PECO Energy Company submitted License I

-Change Request (LCR) 96-03093 requesting changes to Appendix A of the Peach l Bottom Atomic' Power Station (PBAPS), Units 2 and 3, Facility.0perating Licenses. The proposed changes concern a revision to the surveillance  ;

requirements for the emergency diesel generators and the low pressure coolant injection (LPCI) pump start relays.

The staff has initiated a review of the application and determined that i additional information is needed to complets the ' review. The staff's RAI is included as an enclosure.

TECHNICAL SPECIFICATIONS i

1. On page 2 of the September 6,1996 application, PECO states:

l "The offsite source with a fixed Load Tap Changer in combination with the alternate offsite source are [is]

fully capable of supporting this out-of-sequence LPCI pump start to mitigate a LOCA on one PBAPS Unit and an orderly shutdown on the other Unit."

On page 3 of the September 6 application, PEC0 states:

"PECO Energy's Offsite Source Voltage Regulation Study has l been revised to document a 4kv system preload of the limiting running ECCS pump (LPCI) and the results of the analysis are acceptable."

Please provide the calculations that support these statements.

2. Under item (ii) of the No Significant Hazards Consideration discussion, PEC0 states that:

" ...the proposed changes do not introduce any modes of plant operation nor do they involve the installation of any new equipment or modifications to the plant.

Therefore, the possibility of a new or different kind of accident from any previously evaluated is not created as a result of the proposed action."

It is the staff's understanding that the alternate LPCI loading sequences referenced in the application were introduced by the modification which installed the EDG return to standby feature. It is therefore, difficult to understand how your conclusion in item (ii) is supported by saying that the proposed changes do not involve installation of any new equipment or modification.

Please clarify your rationale for concluding that the proposed change doesn't involve a modification and how the above recent modification affects your conclusion regarding item (ii) of your No Significant Hazards Consideration. Please provide a revised No Significant Hazards Consideration (addressing all three required points) which considers the requested clarification.
