Ladies and Gentlemen:
By letter (Serial Number 2383) dated September 17, 1996, Toledo Edison submitted an application for an amendment to the Davis-Besse Nuclear Power Station (DBNPS) Operating License Number NPF-3, Appendix A, Technical Specifications regarding the conversion to a 24 month fuel cycle. Enclo-sure 2 to the application provided justification for extending the surveil-lance interval from 18 months to 24 months for Technical Specification (TS) 3/4.6.5.1, " Containment Systems - Shield Building, Emergency Ventilation System (EVS)," Surveillance Requirements (SR) 4.6.5.1.b and 4.6.5.1.d; and TS 3/4.9.12, " Refueling Operations, Storage Pool Ventilation," SR 4.9.12.1 and 4.9.12.2.
The NRC Staff has requested that Toledo Edison provide clarification with regards to several items in the amendment application.
Toledo Edison's clarifications follow:
Section 3,
" Surveillance Data Review," discusses three occurrences where individual charcoal bed samples failed to meet SR 4.6.5.1.b requirements that a laboratory analysis of a representative carbon sample meet the laboratory testing criteria for a methyliodide penetration of less than 1%.
j Section 3 discusses only the failures of the surveillance tests performed during the review period. Surveillance tests for the additional require-ments of 4.6.5.1.b, 4.6.5.1.d, 4.9.12.1, and 4.9.12.2 were also reviewed, t
however, these surveillance test results are not discussed in Section 3 because the results met their Surveillance Requirements.

Section 3.B states that although individual charcoal beds failed the surveillance test on three occasions, the overall total system iodide i
penetration always complied with SR 4.6.5.1.b and that the efficiency always exceeded the value assumed in the accident analysis. The overall total system performance relied on the second bed installed in series in the system in order to meet the Surveillance Requirements since the efficiency of the failed bed was less than 99% but the two beds in series maintained a methyliodide adsorption efficiency greater than 99% for the train. Therefore, there were no failures which would have prevented the Emergency Ventilation System from performing its function.

sample size of 20 tests.
All charcoal beds in the EVS were tested five times in the review period, and there are two trains and two beds per train.
The charcoal bed failures occurred during tests in May 1988, March 1990 and August 1991. These failures were prior to implementation of charcoal filter performance trending at the DBNPS.
Laboratory results of the charcoal bed testing are now trended to predict the need for charcoal bed l
l replacement.
Since implementation of trending, two charcoal beds have been i
replaced prior to predicted failure.
