Dear Mr. Kingsley:

l This letter confirms the conversation between Mr. R. Shell of your staff and l myself, concerning a predecisional enforcement conference which has been scheduled for December 11, 1996, from 1:30 p.m., to 3:00 p.m. The purpose of this meeting is to discuss equipment problems experienced during the Unit 2 reactor trip on October 11, and maintenance and corrective actions associated with an inoperable Unit 2 reactor trip breaker on September 19. The location of the meeting will be at the NRC office,101 Marietta Street, N.W., Suite 2900, Atlanta, Georgia, in the 29th Floor Conference Room. Predecisional enforcement conferences are not normally open to the public. Selected ,

predecisional enforcement conferences are designated as open for public observation in accordance with the Commission's trial program for conducting open enforcement conferences as discussed in the Federal Register, 57 FR 30762, July 10,1992, and 59 FR 36796, July 19,1994. This enforcement conference was designated as an open enforcement conference and is open for public observation.
