Issue paper 2 does not fully address the economics of the various proposals. I observed the presentation of the results of a study by Bechtel Corporation, under contract to DOE, that compared the costs of regulation at the Brookhaven research reactor (under DOE) with NIST (under NRC). The study demonstrated that overall costs at NIST were dramatically lower, by about a factor of 10, than at Brookhaven after adjustment for programmatic differences. This data would strongly support implementation of option 1 A.
Furthermore, discussions with contractors involved in decommissioning at both NRC and DOE facilities indicate that NRC oversight results in more thorough remediation and timely completion. This again lends support to option 1 A.
