This letter refers to the routine safety inspection of the radiological environmental
l
monitoring and meteorological monitoring programs conducted by Ms. L. Peluso during the
l
period of December 9,1996, to January 24,1997, of activities authorized by NRC License
!
Nos. DPR-44 and DPR-56 at Peach Bottom Atomic Power Station, and to the discussion of
our findings held by Ms. Peluso with Mr. G. Beck and other members of your staff at the
,
conclusion of the inspection. The inspection also includes an assessment regarding the
.l
modification of the turbine building, including the telephone discussions held by Mr. White,
l
,
Ms. Peluso, and Mr. Lengylle, of your staff, on January 31,1997.
'
Areas examined during this inspection, involving your radiological environmental monitoring
programs, are important to public health and safety and are discussed in the NRC
inspection report that is enclosed with this letter. Within these areas, the inspection
consisted of selective examinations of procedures and representative records, interviews
with personnel, and observations by the inspector.
Within the scope of this inspection, we noted that your staff maintained, overall, a well
implemented and effective radiological environmental monitoring program (REMP).
Notwithstanding, two violations were identified as a result of the review of the
modification to the turbine building. These violations involved failure to assure that the
turbine building atmosphere was processed through the turbine building gaseous waste
treatment system as specified in the ODCM, and failure to provide an adequate safety
evaluation to support certain aspects of the modification in accordance with 10 CFR 50.59.
