Dear Mr. Anthony:

This letter is sent with respect to your July 26, 1985 letter on behalf of yourself and the Friends of the Earth to the Comission which seeks to

" appeal" the granting of exemptions by the staff to Philadelphia Electric Company for Limerick Unit 1. - The Comission, in its Order dated August 8, 1985, referred your letter to me for appropriate action. As the Comission noted in its Order, you had previously submitted a 10 CFR 2.206 petition to the staff raising similar concerns, which was denied in my decision (DD-85-11) dated July 29, 1985. That decision is currently before the Comission for its review in accordance with 10 CFR 2.206(c).

The staff will review your latest submittal as the Comission directed and will inform you of the results of its review in a reasonable time. The staff will also consider the August 8th coments by Mr. Romano of the Air and Water Pollu-tion Patrol referred to me by the Appeal Board in connection with your coments.

Enclosed for your information is a copy of a Federal Register notice that is being issued.
