On October 26, 1996, the NRC completed an ins)ection at your Hatch facility.
i
l
The enclosed report presents the results of tlat inspection.
i
During the six-week period covered by this inspection report, your conduct of
i
i
activities at the Hatch facility was generally characterized by safety-
i
i
conscious operations, sound engineering and maintenance practices and careful
radiological work controls. The following violations of NRC requirements were
i
'
identified. A violation for failure to perform a surveillance as required by
,
Technical Specifications was identified. Although your actions to immediately
!
correct the violation once identified were good, it was identified as a
!
I
violation due to the length of time this condition had existed and the failure
!
not to identify it during previous opportunities,
j
Another violation consisting of several examples of personnel not following
prescribed procedures was also identified and is of concern because it
i
represents a casual approach to procedure implementation by some members of
your staff-
l
The violations are cited in the enclosed Notice of Violation (Notice), and the
,
circumstances surrounding the violations are described in detail in the
i
enclosed report.
Please note that you are required to respond to this letter
i
and should follow the instructions specified in the enclosed Notice when
l
preparing your response.
The NRC will use your' response in part, to
'
determine whether further enforcement action is necessary to ensure compliance
with regulatory requirements.
