The enclosed NRC Form 173, Standard Order for DOE Work (SOEW), for $49,400 is submitted in accordance with Section Ill.B.2 of the DOE /NRC Memorandum of Understanding of February 24,1978.

The NRC Form 173 covers additional work under Task Area 3, " Development of Regulatory !
and Program Guidance Documents for Use by the NRC Staff in Fulfilling its Statutory.

The NRC accepts the revised ORNL proposal dated November 15,1996 for Task Order 5 and all work under Task Order 5 shall be conducted in accordance with this proposal. We have previously provided partial funding for the revised work effort for Task Order 5 and, with the additional funding in this order, Task Order 5 is fully funded.
