APPLICABILITY OF 10 CFR 71.41(C) FOR AUTHORIZATION TO TRANSPORT TROJAN REACTOR VESSEL WITH INTERNALS INTACT As we discussed, the Pacific Gas and Electric Company (PGE) has had several pre-licensing discussions with the staff of the Package Certification Section of the Spent Fuel Project Office about transporting the reactor vessel from the Trojan Nucle 6r Power Plant.
PGE wants to ship, as a Type B package, the reactor vessel with its internals intact.
Based on discussions with PGE about the package, we do not believe it would be able to be tested to meet the requirements of section 71.73.
The dose rates for this package would be extremely high with the internals intact with a source term of more than two million curies.
Furthermore, the vessel has a high NDT with low fracture toughness.
