Waterford 3 submitted Technical Specification Change Request (TSCR) NPF-38-172 on November 7,1995 for 3/4.8.1, " Electrical Power Systems - A.C. Sources". By .

letter dated July 17,1996, Waterford 3 provided a response to an NRC request for i additionalinformation regarding proposed TSCR NPF-38-172. During telephone conversations with the Staff, additional changes were identified. These were transmitted by letter dated December 26,1996. Additionally, a Bases change had been previously submitted on July 26,1995. Recently, a problem was identified with the ability to comply with a Surveillance Requirement included in the proposed change. The surveillance concerns particulate testing of Emergency Diesel Generator (EDG) fuel oil. In the interest of obtaining other aspects of the proposed change in support of Refueling Outage Number 8, Waterford 3 requests that the portion of the change affecting EDG fuel oil be withdrawn. Therefore, Surveillance Requirement 4.8.1.1.2.c will be retained as it appears in the current version of the Waterford 3 Technical Specifications and proposed changes that added 6.8.4.h, Actions g, h, and i shall be deleted.

Supplement to Technical Specification Change Request NPF-38-172 W3F1-97-0035 Page 2 February 27,1997 The withdrawal of the fuel oil testing change has no affect on the no significant hazards evaluation provided in the initial submittal dated November 7,1995 or subsequent submittals.

The problem associated with EDG fuel oil particulate testing is currently being generically addressed by a Standard Technical Specification Change Traveler that is proposing a correction to the Combustion Engineering Standard Technical Specification, NUREG 1432.

Provided as attachments to this letter are the following:

Attachment A: Marked up Version of Waterford 3's current Technical Specifications to incorporate all desired changes to the A.C. Sources Technical Specifications and Bases as previously submitted.
