Dear Ms. Buckalew:
The Nuclear Regulatory Commission's (NRC's) Memorandum and Order dated October 18, 1996 (CLt-96-10) rejected your petition for review dated September 28,1996, regarding certification of United States Enrichment Corporation's two gaseous diffusion uranium enrichment plants, located at Paducah, Kentucky, and Piketon, Ohio, and referred your petition to the NRC staff for review and appropriate response. We note that your petition, which the Commission rejected because you lacked eligibility to seek Commission review, is essentially identical to a petition submitted by Vina K. Colley (an eligible petitioner),
which was accepted for review.
Ms. Colley's petition was addressed by the Commission, in part, in the Commission's October 18,1996 Memorandum and Order. The remainder of Ms. Colley's petition was addressed by the Commission in its Memorandum and Order dated November 22,1996 (CLI-96-12). Your petition raises no issues not already raised in the petition submitted by Vina K. Colley, and responded to by the Commission in CLI-96-10 and CLI-96-12. Since both of the Commission's decisions were served on you, we believe you have already received a complete response to your concerns.
