SUBJECT:

INVENTORY OF URANIUM AT PARKS TOWNSHIP SHALLOW LAND DISPOSAL AREA During the staff briefing on the Site Decommissioning Management Plan on October 7, 1996, the Commission raised questions about the total inventory of uranium in the shallow trenches at the Parks Township Shallow Land Disposal Area (SLDA). In response to one of these questions, the staff incorrectly indicated that the trenches contain from one to three metric tons of high enriched uranium.

4 Based on our evaluation of the licensee's submittals, we estimate the total inventory of uranium (natural, low enriched, high enriched and depleted) to be 1 one to three metric tons. This estimate was developed by the licensee on the basis of historical waste disposal records. Using analysis of water samples the licensee determined an average enrichment of 15 percent uranium-235, which implies a total uranium-235 inventory of 150 to 450 kilograms.

However, since historical information is not as reliable as direct sampling, the staff believes that better substantiated estimates for the quantity of uranium-235 in the trenches are available. One such estimate, developed on the basis of downhole gamma measurements conducted by the licensee, is 100 kilograms uranium-235. Based on other sampling techniques involving leachate and sediment samples, the cstimate could be as high as 650 kilograms. The staff is confident that the true inventory of uranium-235 is between these two values.
