2) 10 CFR 50.4 In accordance with References 1 and 2, Commonwealth Edison hereby submits this special November 1996 Update to the Zion Station, Updated Final Safety Analysis Report (UFSAR). This update is in response to an NRC Notice of Violation (NOV) regarding the delay in updating the UFSAR following the 1993 upgrade to the Zion Station Spent Fuel Racks.

Provided in Attachment 1 are the instructions necessary to incorporate the Update.

Provided in Attachment 2 is a revised List of Effective Pages, reflecting the current revision of each individual page of the UFSAR.

Provided in Attachment 3 are the revised pages of the Master Table of Contents.

Provided in Attacnment 4 are the revised UFSAR pages, no drawings were revised in this update.

Provided in Attachment 5 is a Page Change Description table.
