THREE MILE ISLAND UNIT NO. 2 INVESTIGATION OF TMI-2 LEAX RATE TESTING Docket No. 50-320 As you know, Mr. Edwin H. Stier has been conducting an investigation for GPU Nuclear of TMI-2 leak rate testing.
My letter to him dated February 1,1984 states that:
"GPU Nuclear is commissioning your investigation because of its desire to:
1.
Complete its understanding of what was being done relating to conduct of reactor coolant inventory balance tests and the reasons for those actions so it can assure that corrective action taken to date to preclude inadequate testing is sufficient, and 2.
Fully understand the cause of any deficiencies in such activities including specifically whether they were the result of improper attitudes or inadquate performance by any of the staff.
The purpose of your investigation is to develop the fact basis to permit GPU Nuclear management to assess these two issues.
In conducting your work, priority is to be given to determining and reporting first the facts applicable to equipment, procedures, and people involved in assuring safe operation of TMI-1."
By Notice to Commission dated February 8,1985, I advised you and the parties to the THI-1 Restart Procceding of some preliminary conclusions he had reached and actions we took.

L 1 He now advises that his investigation is complete.
While the report is voluminous, he expects to have the Introduction and Overview Volume, which includes his findings and conclusions, available within the next week.
Much of the backup material will also be available at that time and the remainder is expected shortly thereafter.
Promptly after receipt from Mr. Stier, we plan to provide sufficient copies of all material to you to allow NRC review and provision of the document in public document rooms.
We will provide copies of the full report to the interested parties to the Restart Proceeding and also make copies available to those employees potentially involved.
