SEMIANNUAL PLANT PERFORMANCE REVIEW - RIVER BEND STATION On October 30,1996, the NRC staff completed the Semiannual Plant Performance Review (SPPR) for the River Bend Station. The staff conducts these reviews for all operating nuclear power plants to develop an integrated understanding of safety performance. The results are used by NRC management to facilitate planning and allocation of inspection resources. The SPPR for River Bend Station involved the participation of all technical divisions in evaluating inspection results and safety performance information for the period March to October 1996. SPPRs provide NRC management with a current summary of licensee performance and serve as inputs into the NRC Systematic Assessment of Licensee Performance and Senior Management Meeting reviews.

This letter advises you of our planned inspection effort resulting from the River Bend Station SPPR review. It is provided to minimize the resource impact on your staff and to allow for scheduling conflicts and personnel availability to be resolved in advance of j inspector arrival onsite. The enclosure details our inspection plan for the next 8 months.

Our review identified that personnel performance errors have increased in all functional areas. This was evidenced by system configuration control problems, inservice testing program implementation problems, missed surveillance tests, implementation errors in design activities, and inattention to details by personnel during implementation of radiation >

protection activities.

Since your current SALP period ends on February 1,1997, you will be informed of any changes to your inspection schedule following the SALP Board meeting and development of the new Master inspection Plan. Resident inspections are not listed because of their ongoing and continuous nature.
