The purpose of this letter is to inform you that the Nebraska Public Power District (District) is revising the building structural core drill program commitment discussed in References 1, 2, and 3 regarding the Building Stmetural Core Drill Program at Cooper Nuclear Station (CNS).
Specifically, the District has as-built drawings for 100% cf the Reactor Building and plans no further as-building efforts for the Building Structural Core Drill Program.
A review of the Reactor Building drawings indicates that no extensive core dnlling activities have taken place after original constmetion in this building. Based on this comparison and a walkthrough in the other Class IS stmetures, it is believed that the other Class IS Structures will exhibit similar or less core drilling activities than the Reactor Building.
Additionally, CNS engineering procedure 3.6.4, " Core Drill Activities," requires that an analysis and/or documentation be approved by the Civil / Structural Engineering Group prior to any new core drilling taking place. The process of using existing or new drawings and calculations in conjunction with a plant walkdown provides assurance that the overali strucwral integrity of Class t '

I Based on the above discussion, the District believes that the existing core drills do not impact the stnictural integrity of Class IS building structures and the current process in place for new core drills provides assurance that the overall structural integrity of the Class IS building structures is 3
assured.
With the revision of the above commitment, in conjunction with existing programmatic controls, the District regards all Building Structural Core Drill Program activities as complete. Please contact me as soon as possible ifyour office should disagree with the above commitment change, or if you should need additional information.
