      Inspection Summary: Routine, Announced Physical Security Inspection
     Conducted on June 26-27, 1985 (50-05/85-02)
     Area Inspected: Physical protection measures for special nuclear
     material of low strategic significance. The inspection involved 10 hours
     onsite by one region-based inspector.
     Results: The licensee was in compliance with the NRC approved Physical Secur-
     ity Plan in the area inspected except:      (1) facility inspections were not being
     conducted in accordance with commitments in the Plan; and, (2) alarm switches
     were of a different type than described in the Security Plan.

                   3.  MC 81485 - General Requirements for Special Nuclear Material of Low
                       Strategic Significance
                       The inspector reviewed Revision I (dated December 10, 1984) to the
                        Pennsylvania State University Security Plan (PSUSP) with a license
                        representative.

          Failure to have the alarm switches described in the PSUSP is a violation.
          (50-05/85-02-02).
          The inspecter spot-checked logs, records and procedures for accuracy, com-
          pleteness, abnonnal conditions, significant trends, and required entries. The
          following logs and records were reviewed: Test results for intrusion detection
           systems, results of response to security incidents, seal records, building
          check logs, annual review of the Security Plan, and Police Services Security
          Awareness Training Program. No discrepancies were noted in the logs and
           records except as identified above.
