These changes have been reviewed and approved by the Millstone Unit No. 3 Plant Operating Review Committee on February 8, 1997, in accordance with the provisions of 10CFR50.59.
Description of Chanae The changes to Bases Section 3/4.4.9 provides clarification on the use of safety injection pumps during modes in which Cold Overpressurization Protection System analysis restricts the use of these pumps to inject into the reactor coolant system. The changes to the Bases Section provide five examples of meeting the analysis restriction of ensuring by the use of two independent methods, that the safety injection pumps are incapable of injecting into the reactor coolant system.
Additional Information The need to change Bases Section 3/4.4.9 was the result of our current efforts to review the licensing documents associated with Millstone Unit No. 3. This review revealed inconsistencies between the analysis of the Cold Overpressurization Protection System, Millstone Unit No. 3 Technical Specifications, Bases Section 3/4.4.9, plant procedures and the Safety

Evaluation Report (SER). The SER states that power is removed from the safety injection pumps whenever Low Temperature Overpressurization Protection is

required. However, in practice the safety injection pumps are isolated from the i
reactor coolant system and run for testing or for filling the accumulator when the l
plant is in modes 4, 5 and 6.
This submittal corrects these inconsistencies.
NNECO will provide the NRC Staff with changes to the Technical Specifications -
of Millstone Unit No. 3 to address safety injection pump operation in modes 4, 5, and 6.
